【摘要】:TheexplanatoryinformationcontainedinthissupplementrelatestotheEuropeanstandardsseriesEN1176whichwaspreparedbyaprocessofconsensuswithallmembercountriesinvolvedintheCENcommittee.FromtheGermanpointofview,thesafetyrequirementsforplaygroundequipmenthavebeenformulatedinsuchamannerthatitisimpossibletoinfer100%safetyintheplayground.However,thegoalistodesignandintegrateplaygroundequipmentintothecourseofplaysoastoenablechildrentotrainspecificabilitiesandlearnself-protectivebehaviour.Playgroundequipmentshallbedesignedandinstalledsoastopreventthelossoflife,mobility,sensoryperceptionandthepotentiallossofbodyparts(seeIntroductionofDINEN1176-1:2008-08).Injuriessuchasthosewhichcanalsooccurduringsportsactivities(schoolsportsandrecreationalsports)areacceptedascalculableresidualrisks.Germanjurisdictionusestheterm"sportingandplayingrisk".Childrenhavetoexperiencelife'srisks,havetolearnaboutthemandthusbecomeabletocontrolthem.Therefore,toplaywithriskisvitalandessential.Usingexampleslike"blackandbluemark"meansputtingthethresholdtoolow.Insportsactivitiesconsiderablymoresevereinjuriescanoccur,suchasstrains,fracturesofthefoot,legandarm,andevencerebralconcussion.Thelattercanonlybelimitedandreducedsomewhatbyimpactattenuatingsurfacing,butitcanneverberuledoutcompletely.Playproceduresshallbestructuredclearlyastheycontributetothedevelopmentandimprovementoftheself-protectivebehaviourofchildren.ThissupplementcontainsthemostimportantexplanatoryandsupplementaryinformationregardingtheapplicationandinterpretationoftheDINEN1176seriesofstandards.Thisinformationisintendedtoreducethedifficultiesinunderstandingwhichmightarisewhenapplyingthestandard,preventanymisinterpretationsandimprovethepracticalimplementationofthestandardforthedesign,manufactureandtestingofplaygroundequipment.Thissupplementisintendedtoprovidehelpinimplementing,inaconsistentmanner,thesafetyprovisionscontainedintheDINEN1176seriesofstandardsandtoimpartthesameknowledge,intermsofquantityandquality,todesigners,manufacturersandtestingauthorityexperts.UnliketheprovisionsinDINEN1176,thescopeofDINEN71-8explicitlyspecifiesthatthestandardisapplicabletochildren'stoys,withchildhooddeemedtoendatage14.ActivitytoysfordomesticusewhichcomplyonlywiththerequirementsofDINEN71-8arethereforenotsuitableforuseinpublicareas.
